On June 5, 2007, the consulting firm of HyettPalma delivered to the citizens of Chillicothe and Ross County its economic enhancement strategic plan for the historic downtown business and government center.
The 128-page report came following five months of information and data gathering by the local Process Committee and a week-long visit to the city by Dolores Palma and Doyle Hyett, who have helped dozens of other communities revitalize their downtowns.
